Rental criteria

We review every application with the same written criteria.

How we review applications

We use these written criteria for every applicant, and we apply them the same way to everyone. Each adult (18 or older) who will live in the home applies separately.

  • Identity: a government-issued photo ID. A Social Security number is not required. We accept other identification, such as an ITIN, passport, or other government ID, as Oregon law allows. We do not ask about immigration or citizenship status.
  • Income: gross monthly household income of at least 2 times the monthly rent, or other proof that you can pay the rent, such as savings, assistance, or a guarantor. All lawful sources of income count, including housing assistance. We add together the income of all applicants. If you have a rent voucher or housing subsidy, we compare your income only to the part of the rent you pay.
  • Rental history: references from current and past landlords. We look for a record of paying rent and following the rental agreement. We do not consider an eviction case that was dismissed or decided in your favor, an eviction judgment entered five or more years ago, or eviction judgments and unpaid rent from April 1, 2020, through February 28, 2022.
  • Credit: we review your credit history for unpaid rent or housing-related debt. Medical debt and student loans are not a reason for denial.
  • Criminal history: we consider only convictions, or pending charges not in a diversion program, for conduct that is currently illegal in Oregon and is a drug-related crime (not based only on marijuana use or possession), a crime against a person, a sex offense, a financial fraud crime, or another crime that would affect the safety of residents or the property. We never consider arrests that did not lead to charges, or a medical marijuana card. Before denying an application because of criminal history, we invite you to send any information that explains your situation, and we review your application individually, including how serious and how long ago the incident was and your age at the time.

How we screen: we use a tenant screening company that provides credit, eviction, and criminal record reports. We also contact your landlord references and may verify your employment or income. You have the right to dispute the accuracy of any information a screening company or credit reporting agency gives us, by contacting that company directly.

Renters insurance, rent, and deposits: the rent, deposits, and whether renters liability insurance is required are shown on each home’s listing page. They may change only by agreement before a rental agreement is signed.

Fair housing: CyMeetRealty does not discriminate against any applicant because of race, color, religion, sex, sexual orientation, gender identity, national origin, marital status, familial status, disability, source of income, or any other basis protected by federal, state, or local law. Assistance animals are not pets and are reviewed under fair housing rules.

Homes inside Portland city limits: additional City of Portland rules apply (Portland City Code 30.01.086). We accept applications starting at least 72 hours after the home is advertised, and we review complete applications in the order we receive them. These rules are shown on the listing page of each home they apply to.

Application fee

The application fee is charged per adult applicant. The amount is shown on each listing page, and we tell you the amount in writing again before you pay. It covers only our actual cost of screening, or the customary amount screening companies charge for the same level of screening. We give you a receipt. After a screening company screens you, we send you confirmation of the screening, including a copy of the company’s receipt.

You pay an application fee to us only once in any 60-day period, no matter how many of the homes we manage you apply for. We do not charge an application fee if we know no home is available now or will be soon, unless you agree in writing.

Refunds: we refund your fee within 30 days if we rent the home before we screen you, or if you withdraw your application in writing before we order your screening. If we do not follow these rules, Oregon law allows you to recover twice the fee plus $250. You cannot recover the fee if you turn down an offer to rent the home.

If an application is denied

If we deny your application, we send you a written statement of the reasons within 14 days. The statement includes the name and address of any screening company or credit reporting agency whose report the decision relied on, and, if you sent us more information, why it did not change our decision.

You may ask us to reconsider. Send any additional information within 14 days of our written statement, and we will review it again.

If we deny an application because of criminal history, we first give you the chance to send information that explains your situation, and we review your application individually.
